vChen Xiwen, Director of the office of “Central Leading group on Rural Work (CLRW), has identified  new problems facing rural China after the country has pushed forward the economic reform for 30 years, identified as follows:
1.The country need permanent mechanism of Industry promoting agriculture and urban areas helping rural areas.
2.Since,  agriculture is weakest share on national economy of china therefore, it is needed to reform a new policy for economic and social development .
3.Another problem is that, providing resources to agriculture industry and on the other hand restriction on environmental issues takes place.
4.Further explains many other problems related to Rural Development such as, inadequate investment in infrastructure condition, outdated rural social administration, reduction of arable land, lack of fresh water resources, inadequate support of finance.
vUnder the CLRW, they give some solutions for the new problems identified are as follows:
1)Expands the budget for agriculture , govt. investment in rural infrastructure.
2)Increase direct subsidies  for cereal crops cultivation, purchasing of quality seeds, farm tools and other productive materials.
3)Guarantee staple food production including meat, poultry, eggs, milk and vegetables to ease short supply of agricultural product.
4)Education improvement program in the rural area must be compulsory , improve new rural cooperative medical system, improve rural poverty alleviation standards, and improve minimum rural living allowance.
vThe concluded comment over the article is only government policy is not needed here but public participation over the policy implementation is also necessary for Rural Development .

• The term Ekistics was coined by Greek architect and urban planner Konstantinos Apostolos Doxiadis in 1942. • Applies to the science of human settlements . • Includes regional, city, community planning and dwelling design.
